Jeff Tuer was retired by the Philadelphia Board of Public Pensions and Retirement due to a line-of-duty injury he sustained while attempting to make an arrest. Jeff worked for the City of Philadelphia as an Investigator in the First Judicial District of PA - Warrant Unit.
Jeff is 15 years veteran of law enforcement, corrections and private security. He has worked in law enforcement and/or corrections in Pennsylvania, Maryland and Delaware. He holds a Bachelor of Science degree in Criminal Justice from Saint Joseph´s University in Philadelphia, PA. Jeff is presently a graduate student working simultaneously on his Master of Science in Management degree in the Police Executive Leadership Program at Johns Hopkins University in Baltimore, MD and his Master of Criminal Justice degree at Boston University in Boston, MA. Jeff is an adjunct faculty member at Delaware Technical & Community College where he teaches Sociology courses and at Cecil College where he teaches Criminal Justice courses.
Jeff is an Instructor-Trainer for Monadnock Expandable Baton (MEB), Monadnock PR-24 Side-Handle Baton and Monadnock Defensive Tactics System (MDTS). He is a Master Instructor for LS Enterprises´ Aerosol Weapons Oleoresin Capsicum Training and Techniques and Tactics for Handcuffing (TTH). Jeff is also a Master Instructor of Police Traffic RADAR / LIDAR and Time-Distance Speed Measurement.
Jeff is certified by the Maryland Police and Correctional Training Commissions as a General Police Instructor, Emergency Vehicle Operations Course (EVOC) Instructor and Police Defensive Tactics Instructor. He is certified by the Pennsylvania Municipal Police Officers´ Education and Training Commission as an Operation of Patrol Vehicle Instructor and as an Application of Force Instructor. Jeff also holds other various law enforcement instructor ratings in other states.

Tim is currently one of the lead Trainers for OMNISEC International Security Services, Inc. He has over thirty-five years of law enforcement, corrections, personal protection and security experience and is an internationally-recognized law enforcement trainer and consultant, particularly in the areas of officer safety and tactics.
Tim´s policing career began with the Los Angeles Police Department in 1973. Tim also worked for the California State Police where he attained the rank of Sergeant, prior to their consolidation into the California Highway Patrol. Tim retired in 1992 as a Deputy Chief from the California Office of Court Security. Subsequently, Tim worked as a Deputy Sheriff with the Salt Lake County Sheriff´s Office in Utah, until 1997, when he moved to Maryland to instruct in the Police Corp.
He is a certified General Instructor, Firearms Instructor and Defensive Tactics Instructor with the Maryland Police and Correctional Training Commissions. Tim also holds P.O.S.T. Instructor ratings in Virginia, Utah and California. Tim has been instructing Monadnock programs since 1975 when he was first certified as a PR-24 Baton Instructor by Lon Anderson. Tim received the title and distinction of International Instructor in 1987 and has been a regular staff member at the Monadnock seminars for over twenty years.
Tim is a Master Instructor of Aerosol Weapons OC Training and Techniques and Tactics for Handcuffing. Tim holds internationally recognized rankings in Martial Arts and many other law enforcement instructor ratings. His credentials and accomplishments are too long to list here. Tim has been judicially qualified as an expert in police use of force matters by state and federal courts. Additionally, Tim holds an Associate in Science Degree in Police Science, a Bachelor of Science Degree in Criminal Justice, and a Master of Science Degree in Administration of Justice.
